Tuesday at the White House, President Joe Biden signed the CHIPS and Science Act of 2022 into law. His behavior throughout the occurrence confused onlookers.
The White House uploaded a video of the whole ceremony, including speeches by Vice President Biden, House Speaker Nancy Pelosi, and Senate Majority Leader Chuck Schumer, to Twitter.

In one video, Schumer can be seen shaking hands with Vice President Joe Biden and other colleagues.
Four seconds after shaking hands with Schumer, Biden again extended his hand. He seemed bewildered, as if he had forgotten that he had just shaken Schumer’s hand.
All it takes is like 5 seconds for Joe Biden to forget he shook Chuck Schumer’s hand.

Obviously, it is hard to determine whether Biden actually forgot he had previously shaken Schumer’s hand. He may have been unclear as to whether a second handshake with Schumer was expected.
Biden seemed noticeably perplexed by what should have been a standard welcome. This is not an attractive appearance for the president of the United States.
In the past, Biden’s peculiar handshake practices have been questioned. After delivering a speech at North Carolina A&T State University on April 14, Biden seemed to shake hands with air.
Five days after this episode, Politico published a fact-check reassuring the public that Biden was not, in fact, losing his mind.
“We took a look at those clips and the full videos of Biden’s speech,” Politico wrote. “They don’t add up to the claim that he was trying to shake hands with thin air — different angles show that he was gesturing toward onlookers behind him.”
