Following the release of a White House-produced film online on Monday, Twitter users reacted oddly to the video editing and President Joe Biden’s appearance.
Multiple cuts throughout the 11-minute video interrupted Biden’s speech, giving the impression that he must have made numerous mistakes while being recorded. The longer he spoke, the less often Biden looked up, and the hoarser his voice grew.
The president talked on his administration’s initiatives to empower police officers and outlaw assault weapons in virtual, pre-recorded remarks to the National Organization of Black Law Enforcement Executives Conference.
“To me, it’s simple. If you can’t support banning weapons of war on American streets, you’re not on the side of police,” Biden said.
The White House film was edited with numerous cuts, which conservatives were happy to make fun of.

The president’s lack of blinking was also made fun of on the Daily Wire’s official Twitter account, and one of the outlet’s hosts speculated that Biden may have taken a stimulant before the recording.

Another person uploaded two back-to-back videos of Biden that contrasted his voice and appearance. The president appeared to be acting normally in the first video, but something seemed odd in the second.

In the video addressed to the NOBLE conference, Biden bragged about his 2021 American Rescue Plan, which provided upwards of $350 billion to cities and states struggling economically after the onset of the coronavirus pandemic.
