Joe Biden, like the majority of Democrats, wants to make our entitlement and welfare programs accessible to foreigners. This month, he proposed new regulations that would allow certain noncitizens to qualify for Medicaid and Obamacare.
On Thursday, Vice President Biden announced his proposal to allow the 580,000 people enrolled in the Deferred Action for Childhood Arrivals (DACA) program to qualify for medical coverage with Medicaid and Obamacare, two health care programs for which illegal aliens are not currently eligible.
“Health care should be a right, not a privilege,” Biden said in a video posted to Twitter on Thursday. “My administration has worked hard to expand health care, and today more Americans have health insurance than ever. Today’s announcement is about giving DACA recipients the same opportunity.”

According to Politico, “HHS Secretary Xavier Becerra said in a statement that the proposed rule would ‘improve health outcomes for DACA recipients and would in turn improve the economic and productive capacity of America.’ He estimated that roughly a third of immigrants enrolled in the DACA program are uninsured.”
Politico reported that Biden plans to expand the definition of “lawful presence” to include DACA recipients. Members of DACA do not presently qualify for the term. They will be able to enroll in Medicaid and/or Obamacare once the rule is amended to include DACA.
The rule change will also allow billions of dollars in federal subsidies to flow into the states where these DACA recipients will be enrolled. Several states, including California, have already begun allowing DACA recipients to enroll in Medicaid health plans, but they have not received federal reimbursement for doing so.
Once the rule is finalized, states such as California, New York, and Minnesota will receive substantial federal funding.
The administration asserts that the transition will be concluded by April’s end.
Obviously, Biden is completely incorrect about health care being a “right.” In truth, it is impossible for health care to be a right due to its very nature. Always attempting to undermine the concept of American liberties.
Frequently, the exercise of a right imposes no obligation on others. The right to self-defense requires no participation from others. In order for you to exercise your right to free expression, the government cannot take any action against you. Other liberties require only simple obligations. For instance, the right to a fair trial requires only that the state establish norms to ensure fairness. Many of the most important American rights merely require that others not impede their exercise.
However, how would others be affected if health care were a right? Would a physician or nurse be required to treat you even if they did not wish to? Why should healthcare providers forfeit their autonomy in this manner? Would others be required to pay your expenses? Would it need to be gratis? Consequently, how does one finance a free healthcare system?
Health care is a limited resource by its very nature. If it were considered a “right,” its demand would vastly exceed its supply.
Even more specifically, what is “health care”? Is every aspect of your “health” the responsibility of everyone else? Would the entire globe be required to provide you with water, food, and shelter for your “health”? Would elective, non-emergency plastic surgery have to be free if you believe that pleasure is a component of “health”? Where does everything start and end? Who pays for everything?
Generally speaking, the definition of rights is relatively straightforward, whereas the definition of health care is not.

Outside the philosophical discussion, Biden’s big expansion of entitlements also comes as the federal government’s spending continues to soar out of control and as many programs such as Medicaid, Social Security and others suffer from underfunding due to wild expansions of coverage.
