Unsettling Chinese Communist Party strategies are coming to light across the North American continent in both Canada and the United States as the dictatorship operates service stations in the open that former Chinese citizens claim are utilized as a form of intimidation.
The Epoch Times recently stated that “A group of U.S. House Republicans on Oct. 7 sent a letter questioning Attorney General Merrick Garland and Secretary of State Antony Blinken over the presence of Chinese service stations in New York City,”
The 21 lawmakers wrote in a letter titled “We are writing to express our grave concern over reports of the law enforcement presence of the People’s Republic of China in New York City,”
Republican Study Committee chairman Rep. Jim Banks (R-Ind.), Reps. Michael Waltz (R-Fla.), Mike Gallagher (R-Wis.), and 18 other GOP House members wrote in the letter, “The Chinese overseas police service station established in New York City earlier this year appears to be a further step of China’s illicit long arm policing on U.S. soil that violates our sovereignty,”
The letter was written in response to a September report from the nongovernmental organization Safeguard Defenders, which revealed that as part of the Chinese Communist Party’s (CCP) global transnational repression, the Chinese government had established at least 54 police service stations on five continents, including the United States.
In Canada, one woman spoke out regarding the facilities’ genuine goal:
"They use these stations to intimidate Chinese citizens living in Canada."

One of the “first batch” of 30 foreign police service stations established by the Public Security Bureau in Fuzhou city, the capital of the southern coastal province of Fujian, included a station in New York City. These stations were located in 21 other nations.

According to its website, the American Changle Association, a non-profit organization created in 1998, has its offices at 107 East Broadway, where the section of the Chinese police authorities in New York known as Fuzhou Police Oversea Service Station is situated.
According to Safeguard Defenders, these Chinese hometown organizations that are home to the foreign police service stations are frequently connected to the “United Front” structure of the Chinese state. The United Front Work Department (UFWD), a significant Party organization that works to advance the regime’s interests abroad through carrying out foreign influence operations, stifling dissident movements, gathering intelligence, and facilitating the transfer of technology to China, loosely supervises the network of thousands of overseas organizations.
The legislators brought up that in 2020, the Trump administration placed visa limits on CCP officials working in the UFWD. In December 2020, Mike Pompeo, who was the secretary of state at the time, claimed that these individuals “have engaged in malign activities to co-opt and coerce those who oppose Beijing’s policies”
According to the CCP, these locations would assist Chinese nationals who were living abroad with driver’s license renewals. The stations, however, have “sinister” goals, such helping the CCP target the Chinese diaspora, the NGO warned.
The GOP members stated in the letter that “They coerce purported Chinese fugitives abroad to return to China to face legal proceedings, which is euphemistically dubbed as ‘persuading to return’ in Chinese parlance,”
By avoiding formal international cooperation structures, China avoids criticism of its human rights record with regard to returning suspected overseas fugitives.
The letter stated that“It is deeply troubling that the Chinese government could use these service stations as its long arm policing abroad,”
The lawmakers pointed out that the FBI had issued a warning in 2020 as a result of the Chinese government’s campaign to target foreign nationals.
As part of the CCP’s Operation Fox Hunt global operation, FBI Director Christopher Wray warned in July 2020 that the CCP has targeted hundreds of Chinese citizens living in the United States in an effort to force them to return.
“China describes Fox Hunt as some kind of international anti-corruption campaign. It is not. Instead, Fox Hunt is a sweeping bid by Xi to target Chinese nationals whom he sees as threats and who live outside China, across the world,” Wray told the Hudson Institute in Washington at that time. “We’re talking about political rivals, dissidents, and critics seeking to expose China’s extensive human rights violations.”
He used the example of a Fox Hunt target who had the option of either going back to China or ending his life.
According to the congressmen, “there should be no room for the Chinese government to exercise extraterrestrial law enforcement unilaterally on U.S. soil.”
